  Private Entertainment

   

  The provision of regulated entertainment, that is, the provision of dancing, music or any other entertainment of the like kind, is prohibited (unless it is a licensable activity included in this licence) with the exception of pre-booked private events limited to pre-invited guests only.

   

  Recorded Music

   

  Provision may be made for the public entertainment in the premises by the reproduction of wireless (including television) broadcasts (or of programmes included in any programme service [within the meaning of the Broadcasting Act 1990] other than a sound or television broadcasting service), or of public entertainment by way of music and singing only which is provided solely by the reproduction of recorded sound.

   

  Licensing Act 2003 Mandatory Conditions

  Any individual employed on the premises to carry out a security activity must be licensed by the Security Industry Authority.

   

  Mandatory Conditions for club premises with off sales

   

  (a)              The supply of alcohol for consumption off the club premises must be made at a time when the premises are open for the purposes of supplying alcohol, in accordance with the club premises certificate, to members of the club for consumption on the premises.

  (b)              Any alcohol supplied for consumption off the premises must be in a sealed container; and

  (c)              That any supply of alcohol for consumption off the premises must be made to a member of the club in person.

   

• CONDITIONS IMPOSED BY ENVIRONMENTAL HEALTH

   

   

  PPN7

  There shall be placed a dispersal policy/warden scheme in place to assist dispersal of clientele from the area in a swift, efficient and safe manner.  Notices will be displayed at all exits from the premises in a place where they can be seen and easily read by the public (or member and their guests) requiring customers to leave the premises and the area quietly.

  PPN9

  All entrances and exits have a lobby entrance with at least one set of doors closed at all times to minimise the breakout of noise.

   

  PPN14

  The placing of bottles into receptacles outside the premises is not permitted to take place after/between the hours of 2000 and 0800 to minimise disturbance to nearby properties.

   

  PPN10

  No explosive, firework or pyrotechnic shall be discharged in or from the premises which may cause a disturbance to the local area.  Notice of a proposed event shall be served on the Council, the Chief Fire Officer, the Environmental Health Officer and the Chief Police Officer, not less than 28 days before the proposed date of any such event.  Any such event shall be conducted in accordance with conditions or restrictions required by the Chief Fire Officer, the Environmental Health Officer and the Chief Police Officer.

   

  PS1 - Gas Testing

  Any gas boiler, calorifier or other gas appliances will be tested at least every 12 months by CORGI authorised workmen and subsequent satisfactory and valid inspection report to be available on site for inspection by an authorised officer of the authority.

   

  PS2 - Electrical Installation Testing

  The electrical installation shall be inspected and tested at intervals specified by a competent person.  A satisfactory and valid inspection report shall be available on site for inspection by an officer of the authority.

   

  PS4 - RCD

  Each socket outlet circuit or individual socket outlets used for regulated entertainment shall be protected by an integral residual current device (RCD) having a rated residual operating current not exceeding 30mA (0.03 amps).  Every such circuit and residual current device shall  be inspected and tested at intervals specified by a competent  person.  A satisfactory and valid inspection report shall be available on site for inspection by an authorised officer of the authority.

   

  PS5 - Licensee Safety Inspection

  Before the premises are opened for the purposes authorised by the licence an inspection shall be carried out by the licence holder to ensure that the premises are safe for use.

   

  PS6 - First Aid

  There shall be maintained on the premises at all times an adequate and appropriate supply of first aid equipment and materials for the use of customers.

   

   

   

• CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE

   

  1.              CCTV surveillance with exterior lighting monitors arrivals and departures at club main door and adjacent car parking area.

   

  2.              Club Management, Steward and bar staff are informed of the Licensing Act 2003 objectives and statutory requirement to comply with all relevant provisions of the Act.

   

  3.              Club constitution includes rules governing the conduct of members and their guests within and adjacent to a club premises.

   

  4.              Admission to the Club is confined to members and bona fide guests.

   

  5.              Guests arriving unaccompanied are scrutinised via CCTV before admission and signing in by the host member.

   

  6.              Club employees are instructed not to admit or serve members and guests who behave in a drunk or disorderly fashion.

   

  7.              Misconduct is reported to the committee to consider action under the club’s disciplinary code.

   

  8.              The Club complies with Health and Safety and Fire Precautions Regulations.

   

  9.              Following Risk Assessment preventive and control measures are in place to ensure the safety of members, guests, employees and entertainers while on the premises.

   

  10.              The Club complies with advised capacity limits.

   

  11.              Fire Action notices are posted.

   

  12.              Emergency escape routes are signposted.

   

  13.              Signage is displayed near exits requesting members and guests to respect the needs of local residents by quietly leaving the premises and car park.

   

  14.              When live or recorded music is played all reasonable steps are taken to avoid disturbance to neighbouring properties.

   

  15.              Persons under age 18 are only allowed in the club if accompanied e.g. children and grandchildren attending a function.

   

  16.              Door control ensures that children seeking admission to the club for any purpose are accompanied by an adult member.

   

  17.              Young adults applying for membership must satisfy the committee that they are over 18, if necessary by producing proof of age.

   

  18.              Accompanied children and grandchildren of members and their guests may attend a party in the function room.

   

  19.              Committee members, the Club Steward and other members of staff are instructed in the offence provisions of the Licensing Act 2003 relating to alcohol and the protection of children.

   

  20.              Signage is posted at all bars prohibiting the direct or indirect supply or delivery of alcohol to children.
