CONDITIONS CONSISTENT WITH OPERATING SCHEDULE
1. We will request that all contractors, staff and stewards read the event handbook, event policies and risk assessments before working on the site. This will ensure that everyone is familiar with the steps taken to reduce and prevent crime and disorder and public nuisance while protecting public safety and protecting children from harm.
2. We will ensure we have adequate numbers of staff and stewards to supervise the site throughout the event.
3. The event organiser or a nominated deputy will be present to oversee activity throughout the event.
4. In addition to the application for this licence, an EAG form has been submitted to notify local authorities (submitted 27/01/2016).
5. Four security officers have been hired to supervise the site the night before (3 June 2016).
6. During the event we will have two security officers patrolling the site.
7. In addition to this we have a number of experienced stewards supplied by Workington Rotary to supervise activity.
8. Stewards will be briefed beforehand on proper procedures for handling crime and disorder - the key point being to immediately notify the police, the security officers and festival staff of any incidents.
9. The event organiser is responsible for the overall health and safety procedures for the event.
10. The event organiser has an IOSH accredited qualification in Event Safety.
11. The event organiser has produced risk assessments for the overall festival activity as well as a health and safety policy to guide practice on site.
12. All contractors are asked to read the risk assessments and health and safety policy before beginning their work.
13. All contractors, freelance staff and performers are asked to supply their own risk assessments and public liability insurance.
14. Market traders are asked to supply their own risk assessments and public liability insurance. If they are selling food they are asked to supply a food hygiene certificate.
15. Generators will be used to power the stage and market.
16. Generators will be installed by professional staff members and will be fenced off from the general public.
17. All festival activity takes place in the park and no roads will need to be closed.
18. The stage will have amplified sound but all music will have finished by 7pm.
19. Sound levels will be monitored and managed throughout the event by a professional sound engineer.
20. Local residents will be notified by letter prior to the event.
21. The street cleaning team at Allerdale Borough Council have been notified about the event and have agreed to take extra measures to ensure rubbish is collected and removed in a timely fashion.
22. Extra bins will be provided.
23. Stewards and staff will be asked to assist with any litter picking.
24. As the park has no toilet facilities, six portaloos have been hired for the event.
25. Dismantling of the festival site and cleaning of the festival site will take place immediately after the close of the last event to ensure the park is returned to its normal condition as soon as possible.
26. The lead event organiser is DBS checked with safeguarding and chaperone training.
27. The event organiser will be contacted in the event of a lost child.
28. All staff and stewards will be trained on the lost child procedure.
29. All contractors and freelance staff have contracts that stipulate that they must abide by the Workington Town Council Safeguarding Policy.
30. Performers and activity providers are asked to sign a contract with a clause to confirm that their activities/performances will be suitable for children with no adult content.
31. All traders and activity providers are asked to provide risk assessments prior to the event.
